New McKinsey Survey: 74% Of Obamacare Sign-Ups Were Previously Insured - Forbes
Released Friday, Gallups ongoing survey of 14,000 adults each month, conducted with Healthways, since August 2013 shows 20% of consumers either were buying individual or self-funded insurance as of last month, or were on a self-funded plan purchased by another family member, while 9% were enlisted in a Medicaid program. Thats up from 16.7% and 6.8%, respectively, from August. Further, fewer people in the 18-64 age group are uninsured, with that figure down to 16.3% from Augusts 21.2%. The survey shows the number of those obtaining insurance under an employers plan staying roughly steady, as well as those on Medicare, using military or veterans coverage, going through a union or getting plans from other sources. These figures point directly to the effects of the Affordable Care Act. Obamacares basic tenets are geared around enlisting people private plans or Medicaid.

About 1 million people have gained coverage from Obamacares under-26 slacker mandate (not 3 million, as is commonly suggested ); another 3 million or so have gained coverage from the laws expansion of Medicaid. Of the 8 million sign-ups on the exchange, we can only be confident that around a quarter2 millionwere previously uninsured. What the exchanges appear to be doing is mainly helping people who were previously insured. If youre 62 years old, say, and your income is $30,000, and you were paying for your own coverage before, youre now eligible for plans that are much cheaper for you, thanks to taxpayer-funded subsidies and higher premiums for young people. Of course that means that other people are paying more. My old plan was canceled under Obamacare, an exasperated Californian told me last week. The new Obamacare plan costs twice as much, and the deductibles are higher.

It finished the six-month open enrollment period in April with about 5,600 enrollment counselors. In contrast, more than 12,000 insurance agents got state certification so they could sell Covered California health plans. Those delays with enrollment counselors had a ripple effect on the exchange's marketing. It was hesitant to advertise free, in-person assistance until more counselors were available, and Lee said he didn't want to just promote agents. The state's advertising didn't prominently mention counselors and agents until February.
